Yes, the Chumby 8 browser is based on WebKit, although a fairly old version by this point in time.
So in principle you could rewrite the control panel in something other than flash for the C8?
Yes, and while I don't have direct knowledge, I expect Chumby Inc was working on that idea before they shutdown, given Adobe's end-of-lifing the Flash Lite technology stack they used.
The Control Panel on the NeTV was implemented in HTML5 using the WebKit browser - the device ran a small dedicated web server that implemented the interface to the hardware. The C8 and NeTV were close cousins.
