No - this is a hack to properly compute the hash for a third party application that *adds* music to the new version of the iTunesDB.  Without this hash, the player decides that the database is corrupt and ignores the track data.

This has nothing to do with ability to access music tracks on the iPhone or iPod Touch - I'm not sure where you got that impression.
