It should change automatically, assuming the rules haven't been changed for your zone.
Yes.
The chumby runs linux, and it reads the time off of network time protocol servers on the internet, in UTC time, then it looks at the timezone charts that match up to whatever timezone you set it to, and applies an offset from UTC to local time, part of the configuration in the timezone files is when, (or if) DST changes happen.
the change for this year is scheduled:

America/Chicago Sun Mar 9 08:00:00 2014 UTC = Sun Mar 9 03:00:00 2014 CDT isdst=1 gmtoff=-18000
America/Chicago Sun Nov 2 06:59:59 2014 UTC = Sun Nov 2 01:59:59 2014 CDT isdst=1 gmtoff=-18000
America/Chicago Sun Nov 2 07:00:00 2014 UTC = Sun Nov 2 01:00:00 2014 CST isdst=0 gmtoff=-21600
