no clock overlay even with chumby overlay xml script in psp ? does it not support it ?

No, it does not.

On the "chumby tricks"page on the wiki, you'll see icons next to each trick that indicate which are supported for each platform.

Is there any workaround for this.  Why wouldnt the chumby 8 support the overlay ?

The clock overlay is an "easter egg" hack added by the developer of that Control Panel - not all devices support them, since these were all done by different teams.
